PROBLEM TO BE SOLVED: To obtain a material exhibiting superior photocatalytic activity, having superior characteristics such as antibacterial action, antifouling action, ultra- hydrophilic action, deodorizing action and oil decomposition action and usable in various uses. SOLUTION: A titanium dioxide crystal oriented film is formed by atmospheric pressure opening type CVD on the surface of a substrate having many minute open holes and on the entire insides of the open holes. The substrate is preferably a reticular body having 0.01-3.0 mm opening at 3-50% opening rate or a plate-shaped body having through holes of 0.01-3.0 mm diameter 3-50% opening rate.
