PURPOSE: A full-electronic exchange system and a device control operation application software renewing method using it are provided to load a device control application software in a flash memory for a read or write operation. CONSTITUTION: The full-electronic exchange system includes a device group made of many devices, and CCS part for providing a device control application software block for controlling each device. TP part(300) stores the device control application software block into a internal memory transmitted from the CCS part. If there is a loading request message from the CCS part, the TP part read the device control application software block. A device control board group (A,B) includes many device control boards having readable/writable memory. The many device control boards are connected to the TP part. Each device control board loads the device control application software block generated from the TP part into the readable/writable memory. The device control board controls the device on the loaded device control application software block.
