PROBLEM TO BE SOLVED: To permit the control of a spindle of an optical disk without deviating from an operation assurance range of a system by controlling the number of revolutions of the spindle approximately constant so as to satisfy a prescribed relation between a data region under recording and a data region under reproducing. SOLUTION: The number of revolutions of the spindle on the optical disk is controlled approximately constant in such a manner that the operating linear speeds V in the plural different radial position on the optical disk attain Vst<=V<=Vrwmax in the data region under recording and Vst<=V<=Vrmmax in the data region under reproduction when the max. operative linear speed at the time of recording in a pickup is defined as Vwmax, the max. operative linear speed at the time of reproduction as Vrmax and the standard operating linear speed of the optical disk as Vst. In addition, the spindle is controlled so as to be suitable for the operating conditions of the pickup on the recording side when there are the pickup under recording operation and the pickup under reproduction operation.
