<p>PROBLEM TO BE SOLVED: To perform the transmission of a forward resource management(FRM) cell even when a transmission rate becomes 0 cell/sec without considerably decreasing the number of times of FRM cell transmission even in the case of low transmission rate. SOLUTION: A transmission rate monitor part 3 monitors the transmission rate of data cell 40 and FRM cell 1 and defines the result as a transmission rate signal 23. When the transmission rate shown by the transmission rate signal 23 gets lower than a predetermined reference value, a rate judging part 19 outputs a schedule instruction signal 17. When the schedule instruction signal 17 is inputted, a low-priority FRM schedule 21 supplies a transmission instruction signal 18 instructing the transmission of FRM cell of preferential cell abandonment to a transmission control part 4. Therefore, the transmission control part 4 transmits the FRM cell 1a of priority cell abandonment. Accordingly, even when the transmission rate becomes extremely low, the transmission of the FRM cell is secured.</p> |
