PROBLEM TO BE SOLVED: To make formable a smoke prevention and discharge section in its early stages by calculating optimum time for sending out interlocked control signals by actually performing a test. SOLUTION: A disaster prevention composite receiver 1 is provided with a test signal generation means 13 for successively specifying plural smoke prevention and discharge repeaters 2 and sending out test signals, a control operation time measurement/storage means 15 for measuring time after sending out the test signals to the respective smoke prevention and discharge repeaters 2 until receiving operation confirmation signals and storing the value as a measured time value and a control means 10 for adding a prescribed margin value to the measured time value stored in the control operation time measurement/ storage means 15 and registering it to a repeater control time table 15A as the control operation time of the smoke prevention and discharge repeaters 2.
