PROBLEM TO BE SOLVED: To provide an organic EL which is driven by lower voltage for realizing low-power consumption. SOLUTION: A positive electrode 4 of the prescribed pattern by a transparent conductive film 3 is formed on a glass substrate 2. Hole injecting CuPc organic films 5a are formed on the positive electrode 4. The CuPc organic films 5a are exposed to NO2 atmosphere which is an electron accepting gas after the formation of the films, and NO2 is included in the films 5a. Thereby, the conductivity of the CuPc organic films 5a rises to stably improve the efficiency of the hole injection. Anα-NPD organic film 5b and an Alq3 organic film 5c are formed on the CuPc organic films 5a in this order, to form an organic layer 5, then a negative electrode 6 is formed on the Alq3 organic film 5c. The peripheral part of the glass substrate 2 is firmly fixed with a container so as to protect the positive electrode 4, the organic layer 5 and the negative electrode 6.
