PROBLEM TO BE SOLVED: To provide a flashing device capable of surely executing light emission by specified number of times in the case of illuminating a subject without causing a situation that the light emission can not be executed haflway and to obtain its control method and an image pickup device. SOLUTION: An emitted light quantity control circuit (emitted light quantity control means) 105 sets the upper limit of the emitted light quantity as the emitted light quantity in accordance with the charge voltage level of a main capacitor when the number of light emitting times is one, and sets the upper limit of the emitted light quantity as the emitted light quantity in accordance with voltage being 1/(n-1) times as high as a result obtained by subtracting light emitting feasible voltage (reference voltage) level from the charge voltage level of the main capacitor when the number of light emitting times is (n) ((n) is a positive integer being >=2); and then a stroboscope control circuit (light emission control means) 106 makes the stroboscope 107 emit light by the set emitted light quantity.
