SOLUTION: Pan, tilt, zoom, focus adjustment, diaphragm, etc., of the video camera (camera) 10 are directly controlled according to an external control signal from a video transmission terminal 20 by a camera control circuit 12. A control signal for the camera 10 is originated to the video transmission terminal 20 by a client terminal 60. The video camera is controlled according to the control signal and the state of the camera 10 which is obtained as a result of control is returned to the client terminal 60 via a network 100 by the video transmission terminal 20. The state of the camera 10 is displayed on a display, for example, a bit map display 135 by the client terminal 60.
