PROBLEM TO BE SOLVED: To attain stable operation by flexibly adapting to the constitution of a system to be monitored and controlled without altering hardware constitution by disconnecting a communication line through an interface means corresponding to the communication line when deciding that an information delivery procedure between plural devices and plural terminals is not a prescribed procedure and false. SOLUTION: A control means 15 mediates to transmit information while monitoring and controlling between devices 11-1 to 11-M and terminals 12-1 to 12-N. A fault processing means 16 disconnects communication lines through communication interface means corresponding to the communication lines among the communication interface means 14-1 to 14-(M+N) when a delivery procedure for transmit information mediated by the control means 15 is not a prescribed procedure and false. Namely, if a fault such as a response decrease occurs in the devices 11-1 to 11-M, terminals 12-1 to 12-N, communication lines 13-1 to 13-(M+N) and communication interface means 14-1 to 14-(M+N), since links which should be formed between the devices and terminals where the fault occurs are released, hindrance to the monitoring and control of other devices and terminals due to the fault and a decrease in control efficiency can be evaded.
