PROBLEM TO BE SOLVED: To avoid users and managers from being conscious of keys and decode processing by managing many keys collectively with security. SOLUTION: The user receives service of various information from a service provider server 1-2, information of the user required for the service such as charging is encrypted by using a key of the user, key management with respect to information in the server 1-2 is simplified and the users and the managers are unconscious of keys and decoding. A key management server 1-1 is provided and keys of each user is encrypted (1-8a) by authentication information of the user and encrypted (1-8b) by authentication information of the manager and stored. When a terminal 1-4 (1-3) transmits the authentication information to the server 1-2 the server 1-2 sends the authentication information to the server 1-1 the server 1-1 decodes the key and returns the decoded key to the server 1-2 and the server 1-2 uses the key to decode the encrypted user information 1-7 and transmits the decoded information to the terminal 1-4 (1-3).
