PROBLEM TO BE SOLVED: To always supply clean negative-charged high humidity air to the cabin without spilling the collected water by providing a water jet means for jetting water to an evaporator to generate negative charged high humidity air, a dust removing means for removing dust in the supplied water and a sterilizing means for destroying bacteria. SOLUTION: When water is jetted from a spray nozzle 15 to an evaporator 16 water collides with the evaporator 16 to generate negative-charged high humidity air composed of water cluster of particles and a large amount of minus ions. On the other hand, water stored in the lower part of a tank 5 is again sent to the spray nozzle 15 by a pump 7 to form a circulating path for water. An antibacterial filter 21 is used as a dust removing means, and an ultraviolet sterilizing lamp 20 and antibacterial ceramics 22 are used as a sterilizing means, so that the cleaning effect of circulating water is very high so as to send clean water to the spray nozzle 15. Thus, clean negative-charged high humidity air can be always fed into the cabin.
