PROBLEM TO BE SOLVED: To form a shape based on image data on a work by deciding an indentation formed on each position of the work according to a shade of the data, and controlling to press the work of an indenter to correspond to the state of the indentation decided at each position of the work. SOLUTION: Image data based on an original 12 of an image to be formed on a work 10 is read by an image reading means 8. The data made of this monochromatic pixel information is output to a data converting means 9. The means 9 outputs an NC program indicating a position on the work 10 to be formed with an indentation and an indentation size formed at the position from the forming conditions of pixel information and the indentation previously stored in a control means 7. The means 1 controls an indenter pressing means 11 and a work moving means 6 based on the input program. The means 6 moves the work 10 to the indentation position, and the means 11 indents under the forming conditions according to the indentation formed at its place.
