PROBLEM TO BE SOLVED: To securely and sufficiently dissolve a gas into a cleaning soln. with high efficiency and to securely remove foreign matters in rolling oil or the like by introducing a gas-mixed cleaning soln. obtd. by mixing a gas into a cleaning soln. into a tank, holding it to a specified temp. to produce a gas- dissolved cleaning soln. and spraying it onto a metallic strip. SOLUTION: A cleaning soln. such as water introduced by a pump 4a is fed to a gas-liq. mixer 3 such as an ejector, which is fed with a gas such as air introduced from a gas feed tube 6, and gas-liq. mixing is executed. In this way, the contact area between the gas and the cleaning soln. is remarkably increased, and the gas is largely mixed into the cleaning soln. in a short time. The gas-mixed cleaning soln. produced thereby is introduced into a tank 1. The gas-mixed cleaning soln. 8 is stored in the tank 1 and is held at 30 to 60 deg.C. In this way, the gas is sufficiently dissolved in the gas-mixed cleaning soln. 8 to produce a gas-dissolved cleaning soln., which is sprayed onto a metallic strip after cold rolling by a pump 4b and cleaned, and the surplus gas separated and floated up is fed to the mixer 3 via a recovery tube 5 and is mixed into the cleaning soln.
