PROBLEM TO BE SOLVED: To safely and quickly perform loading and unloading of loads into a truck and getting on/off of a worker by making a crossover deck whose one end is journalled at a fulcrum of a main deck upper tip part and the other end is connected with an upper tip part of a handrail by a refractable or bendable connecting member rotatable from a vertical location to a horizontal location. SOLUTION: In a stand-by state before a truck 20 enters, a crossover deck 3 whose one end is rotatably journalled at a fulcrum 5 provided at an upper tip part of a main deck 1 and the other end is connected with an upper tip part of a handrail 2 elevating and lowering along a guide mechanism 4 provided on the lower side of a tip part of the main deck 1 by a hinge-shaped connecting member 6 is made a state that the crossover deck 3 is pulled up by the connecting member 6 according to a rise of the handrail 2 and is stood on the upper side of the tip part of the main deck 1. When loads are handled after the truck 20 enters, the handrail 2 is lowered, the crossover deck 3 is rotated around the fulcrum 5 by gravity according to the lowering of the handrail 2, the deck 3 is transferred from a vertical location to a horizontal location and the crossover deck 3 is made a state that the deck 3 is laid over the truck 20.
