PROBLEM TO BE SOLVED: To manufacture a moistureproof sheet of large adhesive force for providing easily the bonding force in the high temperature atmosphere which is usable as a surface material, and also manufacture a flash panel using the moistureproof sheet. SOLUTION: In the constitution of a moistureproof sheet formed of a paper layer 1 and a moistureproof resin layer 2 laminated together, a primer layer 3 is formed on the face of the moistureproof resin layer 2 on the opposite side of the face on which the paper layer 1 is laminated, and a surface sheet is formed of primer layers 3, moistureproof resin layers 2 and paper layers 1 laminated successively on both faces of a base 4, and the surface materials are stuck on both faces of a member formed of a core material and a frame constituting a flash panel to manufacture a complete flash panel.
