A device for measuring and dispensing quantities of free flowing material. The device is a tube with one or more partial walls mounted in the tube. When held at an angle above the angle of repose for the free flowing material and rotated 180 DEG around the longitudinal axis of the tube and then another 180 DEG in either direction, free flowing material is measured and dispensed. The device can measure and dispense a variable amount of material by changing the volume of a variable volume chamber. The device can also be automated to turn by an electric motor or a mechanical device operated by a hand squeezed trigger. The device can be a hand-held tube for dispensing free flowing materials, or it can mount on the top of a container of free flowing materials, and be used to dispense quantities of the free flowing material on demand.
