PROBLEM TO BE SOLVED: To provide an effective cooling line without a waste of cooling water by restoring cooling water after an ozonizer is cooled to water to be treated. SOLUTION: All the water to be treated such as pool water or city water is fed to an electrolyzer 32 as cooling water. The cooling water is returned to the upstream side of an ejector 33 through a cooling water discharge pipeline 34. That is, the cooling water after it has cooled an ozone treating device 34 is restored to the water to be treated. At the same time, ozone generated in the electrolyzer 32 also flows to the ejector 33 through an ozone discharge pipeline 35, and this ozone is mixed with the water to be treated. All the water to be treated is used as the cooling water, which is restored to the water to be treated, thereby the water to be treated is also effectively made the most of as the cooling water, and at the same time, in order to eliminate the waste of cooling water, an effective cooling line can be realized.
