PROBLEM TO BE SOLVED: To provide normal and reverse rotary apparatus capable of being certainly operated, and hardly being damaged even if a stone or the like strikes the normal and reverse rotary apparatus, at a low cost. SOLUTION: This normal or reverse rotary apparatus is the one having a rotary tine installed in the normally and reversely rotatable rotary shaft through a tine seat, and obtained by forming the tine seat into a box shape. The rotary apparatus is obtained by housing the root of the rotary tine in a state slidably contacting with both sidewalls of the tine seat, and rotatably movably installing the rotary tine at the front and rear in the rotating direction by a pivotally supporting pin. The rotary tine post-inclines in the rotating direction by the inertia when the rotary shaft rotates in the normal direction, but the post-inclination posture is kept by allowing the rotary tine to come into contact with the front wall of the tine seat. The rotary tine is almost kept in the upright posture in a free state to the tine seat by the centrifugal force at the time of the reverse rotation.
