PROBLEM TO BE SOLVED: To dissolve such defectiveness that idling becomes high by holding a throttle valve in a totally closed state after the completion of initial learning of the throttle valve, and opening the throttle valve to first idling opening upon detecting the start of an internal combustion engine afterwards. SOLUTION: The reference opening of a throttle valve 2 is stored, the throttle valve 2 is held in a totally closed state, and idling time engine speed is not controlled until detecting the start of an internal combustion engine afterwards. Accordingly, even if an accelerator cable is fitted after the completion of initial learning of the throttle valve 2, the influence of dispersion of the fitted state can be avoided so as to prevent such defectiveness that idling becomes high at the time point of the completion of warming-up of the internal combustion engine.
