PROBLEM TO BE SOLVED: To eliminate the need for natural purification in a final disposal site, to complete a purification treatment in a short period and to enable the early stabilization of the final disposal land and the early utilization of an ultimate land by combining a washing stage for supplying washing water and washing the waste by agitating the waste and a landfill stage for landfill disposal of the washed waste. SOLUTION: Washing water feed piping 2 and waste water piping 3 are connected to a mechanical washing device 1 and a water treating device 4 is connected to the waste water piping 3. Return piping 6 disposed at the water treating device 4 is connected to the washing water feed piping 2. The waste water after washing of the waste W in the mechanical washing device 1 is subjected to a filtration treatment in the water treating device 4 and is returned to the washing water feed piping 2 and is cyclically used. The concd. water from the waste water port 5 of the water treating device 4 is used as kneading water, etc., at the time of solidifying cement and is drained after the water is made non-polluting. Further, the waste W subjected to the purification in the mechanical washing device 1 is transported to the final disposal land (reclaimed land) L and is reclaimed as it is. Since the waste W is already purified, the reclaimed land L may be utilized in a short period.
