PROBLEM TO BE SOLVED: To improve software productivity by allowing a module actuation control means to refer to an application program(AP) constitution information storage means and execute an AP module or a communication process in accordance with the execution order of the AP module or communication process stored in the AP constitution information storage means. SOLUTION: Module actuation control tasks 22a to 22k serve principally for operation. The module actuation control tasks are actuated by RTOS 13. After module execution, a next execution module is determined by referring to AP constitution information 23. When the next execution module is an AP module, the AP module is executed and after the execution ends, the process is repeated from the reference to the AP constitution information 23. When the next execution module is a message object, it is confirmed whether the object is a transmitting or receiving process. In case of the receiving process, real-time(RT) communication control is called and the receiving process is carried out. In case of the transmitting process, RT communication control is called and the transmitting process is performed.
