PROBLEM TO BE SOLVED: To enable a user to recognize that a commercial is detected by controlling a device so as to indicate that the device has detected the commercial at the time of recording or reproducing of a broadcast signal to the outside when the device had detected the commercial with a commercial detecting means. SOLUTION: In the case of a video recording mode, the frequency analysis of the picture signal/voice signal of a received broadcast is performed in a frequency analyzing part. When broadcast contents are changed over to a commercial or the like, the frequency distribution of the picture signal/the voice signal is also changed. Then, a comparator part detects the change of the broadcast contents. When a judgement part 25 detected the commercial with a signal which is in being recorded/reproduced, the part 26 indicates so as to input whether the operation of a magnetic recording and reproducing device 1 is allowed to be changed or not with respect to an input requirement display part 27. Then, a user responses to this display by using a remote control 28 and a transmission signal is transmitted from an external remote control receiving part 29 to a system controller 18. When the broadcast contents are changed over to the commercial or the like, the operation of the device 1 is made to be a fast forwarding operation.
