PROBLEM TO BE SOLVED: To enable individual control of a plurality of load circuits installed on the secondary side by installing a load circuit control circuit, for individually controlling the load circuits on the secondary side, with an abnormality signal generated in an abnormality detecting circuit. SOLUTION: When a secondary side DC voltage (c) having voltage fluctuation is generated in a smoothing circuit constituted of a diode 53 and a capacitor 54, a secondary side DC voltage (d) having voltage fluctuation is generated, because the time constant of the smoothing circuit is set very small as compared with two smoothing circuits connected with load circuits 61, 62. The generated secondary side DC voltage (d) having large voltage fluctuations is inputted in a comparator 57 and compared with a reference level, and a power fail signal (e) is inputted in a CPU 58. By the inputted power/fail signal (e), the CPU 58 recognizes the abnormality in the power source primary side, outputs a control signal (f) to the load circuits 61, 62, according to previously programed operation, and executes power source cutoff or the like of a load circuit whose consumption power is large.
