PROBLEM TO BE SOLVED: To reduce the time required untill an incoming communication control signal reaches a communication setup state level at application of power of a communication terminal, without the need for special management of a signal transmission level of a CATV trunk line. SOLUTION: This system is provided with an arithmetic means 16, that receives an outgoing signal communication control signal from a CATV center means that transmits the outgoing signal communication control signal, including incoming signal level data and communication terminal identification data and calculates and generates the incoming signal level data from the input level of the outgoing signal communication control signal of the terminal identification data, a decode means 15 that generates the incoming signal level data, based on designation data of the incoming signal level included in the outgoing signal communication control signal and with a communication outgoing means that transmits an incoming signal communication control signal to the CATV center means, based on the incoming signal level data generated either of the means above. The communication output means sets an initial incoming signal communication control signal level with priority based on the incoming signal level data by the arithmetic means, and the CATV center means generates succeeding incoming signal level data and transmits the data with this as a reference. |
