PROBLEM TO BE SOLVED: To execute control of a slave station by a master station as intended and not to make operation of the slave station unstable by providing a holding period to a set item and constituting so that setting is not updated even if a setting demand from any master station is received by the slave station during this period. SOLUTION: Each of master stations 1-1 to 1-n specifies a set item for control to a setting demand packet to be transmitted to a slave station 2 and specifies holding period Tp for setting. The slave station 2 which receives the setting demand packet decides whether or not the setting demand packet is received, receives it and, if the specified setting item is during a holding period, the setting is not updated; if not in the holding period, the setting is updated and a holding timer TM is started. A timer value is a value Tp specified by the packet. However, the Tp is larger than an upper limit value Tx. Then, when the holding timer TM is out, the holding period is completed.
