PROBLEM TO BE SOLVED: To press and advance a press plate by the strokes of the two times of a pipe jack engaging/detaching a stopper with/from the front end and the rear end of the pipe jack and pressing the press plate by extension and contraction of the pipe jack. SOLUTION: A stopper block 5 is fixed between pipe jacking cylinders 3, 3 arranged vertically, a stopper 6 is fitted to a slit provided on the front end side and the rear end side, and a press plate 2 is pressed along a frame 4. A both rod type cylinder actuator 7 vertically moves the stopper 6 through a transmission means 10 to be engaged/detached with/from the slit. At first, the stopper 6 is fitted to the rear end side slit of the stopper block 5 to advance the pipe jacking cylinder 3 up to a stroke end, detached to retreat only the pipe jacking cylinder 3, and fitted to the front end side slit to advance the pipe jacking cylinder 3 up to the stroke end. Thus, the press plate 2 can be pressed and advanced by the stroke of the two times of the pipe jacking cylinder 3.
