PROBLEM TO BE SOLVED: To obtain a skin-applying agent composition improving the moisture keeping property of the skin in applying to the skin, and capable of maintaining a high moisture retention state for a long period of time even after peeling it off. SOLUTION: This skin-applying agent composition contains an extracted component from an animal or a plant, an oily component and at least one kind selected from the extracted materials of algae belonging to Ulvacae, Gracilaviaceae, Gelidaceae, Solieriaceae, Laminariaceae, Alaria praelonga, Genus Sargassum, Fucaceae, Endocladiaceae, Genus Asparagopsis hamifera, Hypneaceae, Chordariaceae, Spermatochnaceae, and Rhodymeniaceae as an indispensable component.
