PROBLEM TO BE SOLVED: To greatly increase execution efficiency and to make it possible to form a stabilized mounting state. SOLUTION: In such construction as panel units PU and PU monolithically fixing panels to the inside of a window frame with the surroundings constitute an exterior wall surface vertically and horizontally in succession, a fixing device is equipped with an upper interlocking member 51 to be interlocked through an interlock section 51B in a mullion 50 side of a sill member 20 in the upper panel unit PU, a lower interlocking member 52 to be interlocked through an interlock section 52B in the mullion 50 side of a head member 10 in the lower panel unit PU and a holding member 53 fixed to the side of the panel unit PU side of the mullion 50. Then, the holding member 53, upper interlocking member 51 and lower interlocking member 52 are monolithically fixed with a fixing means 54 in a state to position the upper interlocking member 51 to the upper side of the holding member 53 and to position the lower interlocking member 52 to the lower side thereof, and the panel units PU and PU are fixed to the mullion 50.
