PROBLEM TO BE SOLVED: To perform a water electrolysis at a high efficiency by electrolyzing water with electric power generated by a solar power generation device, storing the resultant hydrogen in a hydrogen storage device to use for a fuel cell and using hot water generated in the fuel cell for the adjustment of the temp. to make hydrogen storage compact and highly practical. SOLUTION: The water electrolytic cell 1 is adjusted in temp. by supplying the hot water generated in the solid electrolyte type fuel cell 4 to a water jacket 5 through a hot water pipe line 10 and the waste hot water is sent to a hot water storage tank 6. A part of the hot water through the water jacket 5 is turned to pure water by an ion exchange column 7 and supplied to the water electrolytic cell 1 and electrolyzed by supplying electric power generated by a solar cell panel 2 of the solar power generation device through a power line 3. Hydrogen generated in the water electrolysis is stored in a storage tank 12 using a hydrogen occlusion alloy and oxygen is released to the air.
