PROBLEM TO BE SOLVED: To obtain an IC card reader allowing a visually handicapped person to easily handle an IC card device by encoding internal information on an IC card and the operating situation of a device so as to transmit with an optical signal or a sound wave signal. SOLUTION: In the case of reading information on the IC card 2 with an IC card terminal device 1, at the time of inserting the IC card into the device 1, internal information on the IC card 2 is read out to display its contents on a display screen 6 and to transmit data obtained by encoding the displayed contents with an optical signal. A photodetective part 3 receives encoded data and sends voice data similar to the contents on the display screen registered in advance from the code to an earphone. The contents on the display screen is reported as voice from the earphone 4. At the time of receiving the optical signal, individual identification information of received data and registered individual identification information are compared with each other and the code is converted to be voice only at the time of coincidence. Consequently, the visually handicapped person easily know IC card information and operating situation to eliminate confusion in operation.
