PROBLEM TO BE SOLVED: To provide a method and device capable of measuring pre-load dynamic torque over an almost total length of a screw shaft. SOLUTION: A screw shaft 14 is supported by centers 92, 106, rotation of a spindle 78 is transmitted by a rotation transmitting device 98. A wheel 152 is connected by a connecting device 154 to a moving member 118 provided movably in the parallel direction to the screw shaft 14 in a device main unit 70, to be engaged with the screw shaft 14. A spherical part 56 of a torque transmitting member 40 mounted incapable of relative rotation in a nut 16, by a pair engaging surfaces of an engaging member 134 of a load measuring device mounted in the moving member 118, is interposed from both sides, rotation of the nut 16, 18 is impeded. When the screw shaft 14 is rotated, the nuts 16, 18 are moved along the screw shaft 14, and the wheel 152 is moved along the screw shaft 14, to move the moving member 118 at an equal speed in the same direction to/as the nuts 16, 18, so as to measure pre-load dynamic torque over an almost total length of the screw shaft 14.
