BIT RATE RE-ADJUSTMENT METHOD AND DEVICE

PROBLEM TO BE SOLVED: To avoid underflow or overflow of a buffer by readjusting a bit rate in the case of switching any of a plurality of compressed video streams. SOLUTION: A splice controller 16 receives parameters obtained from a plurality of compression video streams and provides an output of an object bit rate of the compressed video streams based on a splice point instructed by a signal source control signal. Bit rate adjustment devices 12, 26 receive a plurality of the compression video streams and provide an output of the compression video streams at the adjusted bit rate depending on the object bit rate. A selector 38 selects one of outputs from the bit rate adjustment devices, depending on the signal source control signal.
