PROBLEM TO BE SOLVED: To detect relative displacement between two members instantaneously by forming a plurality of insulating parts, at a constant interval, on the surface of a band plate made of a conductor material and extending in the relative displacement between two members and securing a brush to one member in contact with the surface of an object to be detected thereby measuring the number of times of voltage variation between the band plate and the brush. SOLUTION: When a brush 22 touches the conductive parts 27 and the insulating part 26 of objects 201, 202 to be detected alternately, voltage between a band plate 25 and the brush 22 varies by a number of times corresponding to relative displacement of a steering column 5 and a steering shaft 13. A decision means counts the number of times of voltage variation between the brush 22 and the band plate 25 of at least one of the objects 201, 202. According to the arrangement, relative displacement can be detected between the steering column 5 and the steering shaft 13 and between the body frame and the steering column 5. Furthermore, minimum relative displacement can be detected instantaneously as the length of the insulating part 26 along the direction of relative displacement.
