PROBLEM TO BE SOLVED: To provide a liquid crystal device which can simply control a degree of diffusion. SOLUTION: A diffusion plate 4 has a structure which holds polymer dispersed liquid crystal 40 between a first glass plate 41 and a second glass plate 42. The surface of the first glass plate 41 at the side of the polymer dispersed liquid crystal 40 has random projecting and recessing parts and or which a transparent electrode layer 43 is formed. Also, the surface of the second glass plate 42 at the side of the polymer dispersed liquid crystal 40 is in a planar face and just on which a transparent electrode layer 44 consisting of an ITO is formed. In the case that the device is not driven, light made incident vertically on the surface of the diffusion plate 4 from the underside of the plate a passes through the second glass plate 42, is made incident on the polymer dispersed liquid crystal 40 and is scattered there. Also, light which passes through the polymer dispersed liquid crystal 40 diffuses by refraction corresponding to a shape of the projecting and recessing parts when it is made incident on the first glass plate 41.
