PROBLEM TO BE SOLVED: To take an ejected wet paper towel to one's hand as it is so as to use immediately by cutting the paper towel without a fault and ejecting a sheet of paper towel in a flat state from a device. SOLUTION: The device is provided with a paper feeding part 5 feeding out a prescribed length of paper towel 4 fed out from a winding roller 3 in the state of being flatly developed between pressing rollers 14a and 14b and feeding out rollers 12 and 13, a water spraying part 6 pouring water to the paper towel 4 developed by the part 5 and a cutting unit 2 provided with a fixed blade 17 which is arranged outside of the roller 13 and either blade tip of which is tilted and a movable blade 20 arranged in parallel with the blade 17 so as to be movable reciprocatively while keeping an interval between with it.
