PROBLEM TO BE SOLVED: To realize a frozen frame in the case of recording a transport stream adopting the frozen frame and reproducing the recorded stream. SOLUTION: In the case that a frozen frame is instructed by a reproduction instruction section 5, a mode information setting section 34 sets information to realize the frozen frame and a packetizing section 33 packetizes the information and provides an output of it. When the frozen frame is released, the mode information setting section 34 outputs information denoting a period when the frozen frame is applied to the packet processing section 33, where the frame is assembled into packets and they are outputted.
