PROBLEM TO BE SOLVED: To provide an environment monitoring system capable of speedily determining the concentration of environment pollution materials without human intervention. SOLUTION: Concerning this monitoring system, a center device 1 and a site device 2 are connected through a communication network 3, the site device 2 collects environment pollution materials existent in the surrounding environment originally or corresponding to an instruction from the center device 2 according to the program of a control part 24 and after the hue of the collected environment pollution materials is changed corresponding to its concentration, the image of this hue is picked up, converted to video data and transmitted through the communication network 3 to the center device 1. The center device 1 comparatively collates these video data with hue information stored in a hue data base 12, determines the concentration of the environment pollution materials collected by the site device 2 and stores the determined result in a measured result storage part 14.
