<p>PROBLEM TO BE SOLVED: To provide a digital signal recorder and a recording and reproducing device that apply compression coding to a television signal of the HDTV system and record/reproduce the signal with higher image quality than that of a home digital VTR. SOLUTION: In the case of recording 4050 macro blocks in total, since this recording and reproducing device can records/reproduce 5400 macro blocks at maximum, the remaining 1350 macro blocks are in idle state. Then a macro block processing circuit 14 processes the 1350 macro blocks in a way that dummy data of same values are recorded in an area for 1080 macro blocks in total at least each division area in the case that two macro block groups of an equal size to that of a maximum macro block group of one frame recordable according to the television signal standards of the HDTV system for an existing home use digital VTR are vertically divided into five divisions respectively.</p> |
