PROBLEM TO BE SOLVED: To facilitate pouring operation by sucking a fluid to be poured by generating the negative pressure inside a pump caused by the elevation of a piston of a pouring pump with a pouring nozzle mounted on its tip, and squeezing the fluid by lowering the piston of the pump. SOLUTION: A piston shaft 6 is elevated by operating an elevating/lowering cylinder 5. A rotary valve 40 located below a supply tank 7 is opened, and a control valve 15 on a lower end of the piston shaft 6 operates a cylinder 16 and holds it in an open condition. The pressure inside a pouring pump 3 becomes negative, and a powder in a supply tank 7 and the piston shaft 6 is transferred into the pouring pump 3. The powder is easily dropped by operating a compressed air ejection mechanism 35 to eject the compressed air from ejection nozzles 36a, 36b, 36c. Then, the control valve 15 is closed, a slide valve 21 is opened, and then, the elevating/lowering cylinder 5 is operated to pour the powder in the pouring pump 3 into a container A through a nozzle 2.
