PROBLEM TO BE SOLVED: To improve the reliability of decision and to accurately predict breakout by detecting the state which exceeds the setting value of friction force between a mold and a cast slab and temp. variating quantity at each point of a mold, and the state which becomes higher temp. at the lower side than the temp. at the upper side in the vertical direction of the mold, and predicting the breakout based on the abnormal combination to each state. SOLUTION: In a breakout deciding device 7, the measured values of thermocouples 8 at total (2 nm) positions at the front and the back points disposed on the lattice points of (m) points in the long side direction and (n) points in the vertical direction in the copper plate of the mold 1 and a load cell 9 for measuring the friction force (f) between the mold 1 and the cast slab 3, are inputted at each T0 sec in the sampling frequency. A speed command is outputted to a speed control device 10 in the mold from the breakout deciding device 7 based on the measured results of the mold temps. and the friction forces (f) to adjust the drawing speed with pinch rolls speed, i.e., the casting speed.
