PROBLEM TO BE SOLVED: To obtain a cement-based self-leveling composition having a high flowability-retaining effect by compounding a binder, a fine aggregate and a cement dispersing agent comprising a polycarboxylic acid-based high molecular compound or a cement dispersing agent comprising a polycarboxylic acid-based high molecular compound and one or more kinds of compounds selected from a polyalkylene glycol and a 8-22C fatty acid. SOLUTION: This cement-based self-leveling composition comprises 100 pts.wt. of a binder such as a cement, 30-300 pts.wt. of a fine aggregate and 0.01-5 pts.wt. of a cement-dispersing agent. The cement dispersing agent is selected from a powdery material obtained by drying and pulverizing a mixture comprising a polycarboxylic acid-based high molecular compound having constituting units of formula I and constituting units of formula II in amounts of 40-80 mol.% and 1-45 mol.wt., respectively, and water, or a powdery material containing particles comprising a polycarboxylic acid-based high molecular compound having a polyalkylene glycol chain, and one or more kinds of compounds selected from a polyalkylene glycol and a 8-22C fatty acid.
