PROBLEM TO BE SOLVED: To facilitate a cable connection work between an indoor terminal network control communication means and an outdoor terminal. SOLUTION: A terminal 3 connects an LI terminal interface 16 via a communication line common use communication means 1a, a terminal network control communication means 2 connects to an S terminal interface 17 and also connects to the LI terminal interface 16 via an LI terminal communication line common use communication means lb. Furthermore, the terminal network control communication means 2 connects to a remote digital terminal via a digital communication network and relays communication between the terminal 3 and the remote digital terminal. Thus, a digital line is used in common for the communication between the terminal 3 and the terminal network control communication means 2.
