PROBLEM TO BE SOLVED: To quickly select and switch a line for collecting information transmitted through the line in real time by deciding whether or not line connection permission allowing a line connection request from the whole transmission terminals except a 1st transmission terminal is received. SOLUTION: A line connection request is inputted as a line connection request signal 36 to a device controlling part 27. The signal 36 is notified as an other terminal line connection request signal 37 to the whole transmission terminals except the transmission terminal transmitting it. When each transmission terminal receives the signal 37, it transmits a line connection acceptance signal 38 to the part 27 in accordance with the state of each transmission terminal. The part 27 detects the line connection request from a transmission terminal that is connected to which port based on the signal 36 transmitted by an optional transmission terminal and the signal 38 from a transmission terminal except that transmission terminal transmitting it and generates a transmission selection signal 30 corresponding to it.
