A tonner binder comprising a polycondensate resin (A) such as polyester and a non-polycondensate resin (B) such as styrene resin having a dielectric loss tangent (tan delta ) smaller than that of he polycondensate resin (A) is characterized in that the dielectric loss tangent (tan delta alpha ) of the tonner binder alpha is 8x10<-3> or less at a measurement frequency of 100 kHz. By blending a colorant ( beta ) made of a magnetic powder to the tonner binder ( alpha ), a tonner for electrophotography excellent in low-temperature fixability and resistance to hot offset, chargeable with an adequate amount, and having an environment stability can be provided.
