PROBLEM TO BE SOLVED: To realize the transmitter to configure the ring network where a transmission module in the ATM cell mode is transferred. SOLUTION: The transmitter consists of a physical layer termination means 12 that terminates transmission modules received respectively from ring transmission lines 3, 4 and extracts individually each ATM cell form the modules, a channel monitor means 12 that monitors channel quality for each connection according to the extracted ATM cells, a memory means 13 that stores the monitor result information of the channel quality by each connection and stores setting information by each connection as to whether each ATM cell is to be transferred to a subscriber side of the transmitter or is to be passed to be sent again to the ring transmission lines 3, 4, a distribution means 14 that reads the monitor result information and the setting information in the unit of connections, transfers, passes or aborts the cell, and a management means 15 that controls the transfer, passing or abort.
