PROBLEM TO BE SOLVED: To provide a floor structure, in which a limited space can be utilized effectively and maximally, there is no trouble even in facility and safety particularly and diverse usage forms can be realized easily in a building such as a multistory building, a detached house, etc., and the building having the floor structure. SOLUTION: A floor structure consists of a fixed floor A and a first movable floor B being placed at a section upper than the fixed floor, being installed in a specified opening between the movable floor B and the fixed floor and capable of being moved. The movable floor B is constituted in such a manner that the movable floor B forms the whole floor face of one room, the whole floor is configured horizontally movably and vertically movably, the floor face of the movable floor B is placed at approximately the same horizontal position as the floor face A of a room adjacent to a room with the movable floor, and the floor face of the movable floor B can be lowered until it is placed at a section lower than the lower section of the floor structure of the adjacent room from the horizontal place, and the movable floor B can be shifted horizontally to the lower section of the floor structure under a lowered state at that time.
