PROBLEM TO BE SOLVED: To facilitate construction by connecting an upper foundation and a lower foundation via a shock absorbing anchor device, allowing the anchor device to resist the tensile force in the vertical direction and to be horizontally displaced, and providing a side ditch around the lower foundation. SOLUTION: A shock absorbing anchor 2 is horizontally installed on leveling concrete. A lower foundation 4 and the anchor 2 are integrally fixed, and fitting reinforcing bars welded in advance are fastened to the reinforcing bars of the lower foundation 4 and the side of the anchor 2. After concrete is placed and cured, a U-shaped ditch 7 is provided around the lower foundation 4, and a doughnut-shaped friction material 8 is stuck on the lower foundation 4. A rubber sheet stuck with a stainless steel sheet is stuck on the lower foundation 4 in addition to it. A circular friction material 12 larger than the center hole of the doughnut-shaped friction material 8 is installed on the friction material 8, and the rubber sheet is stuck on it. This base isolation foundation resists the tensile force in the vertical direction generated by the vertical motion at the time of an earthquake and can prevent the collapse of an upper building by the tensile force.
