PROBLEM TO BE SOLVED: To provide a ground hardening layer formation method by a polymerization jet for forming a ground hardening layer without discharging slime as industrial wastes. SOLUTION: A binary flash setting hardener is used as grouting material, a hardener A liquid jet (a) is jetted from a core nozzle 21 of a polymerization jet nozzle having a state of a triple concentric circle basically by high pressure, a hardener B liquid jet (b) having pressure lower than the hardener A liquid jet from the core nozzle 21 is jetted from surrounding nozzles 22, and an accelerator jet (c) having pressure lower than the hardener B liquid jet from the surrounding nozzles 22 is jetted from outside surrounding nozzles 23. By the constitution, the hardener jets are constituted to cavitation jets to grout ground hardener, and packer jet and pre-improvement process are used as necessary.
