PROBLEM TO BE SOLVED: To sufficiently resist the lateral pressure of reclaimed earth and sand by constructing a structure made of a prestressed concrete box on water bottom, fixing it to a supporting ground by a PC anchor, surrounding the circumference of the structure with a cut-off wall, putting the reclining earth and sand to the inside thereof to perform the earth filling. SOLUTION: A parking part PC box 9a and a passage part PC box 9b are successively towed to a construction site, and sunk onto a foundation concrete 10. The PC boxes 9a, 9b are integrated together with prestressing by PC steel wires. A PC anchor 12 is driven to the support ground, and the PC boxes 9a, 9b are fixed thereto to complete the construction of a parking space 2. Thereafter, the circumference is surrounded by a cut-off wall 5, filling earth and sand 6 is put into the inner part surrounded by the cut-off wall 5, and the seawater therein is discharged. The parking place 2 is filled up with the reclaimed earth and sand 6, whereby an underground parking place which is an underground structure is completed, and the reclamation work is also simultaneously completed.
