PROBLEM TO BE SOLVED: To form a surface protective layer free from brittleness, in forming the surface protective layer of a decorative sheet by successively laminating a layer of a thermosetting resin or a room temp. curable resin and an ionizing radiation curable resin on a base material, by reducing the internal stress of the layer caused by the shrinkage stress generated when the ionizing radiation curable resin is cured. SOLUTION: A surface protective layer 20 is formed by successively laminating a layer 20a of an uncured thermosetting resin or a room temp. curable resin and a layer 20b of an uncured ionizing ratiation curable resin on a base material 10 such as a decorative sheet 1 and irradiating both layers with ionizing radiation to cure the layer 20b of the ionizing radiation curable resin and the layer 20a of the thermosetting resin or the room temp. curable resin successively.
